Seeing the unmitigated success of the US Bill of Rights in securing the rights of the citizens of the American Republic it should be prudent that we adopt it for our own use as well. If this law is passed a referendum shall be held in which the people will decide if the US Bill of Rights, adapted for use on NS, will be adopted as our own. If the referendum passes the Senate shall vote on its adoption in accordance with constitutional laws regarding amendments. Article I The conduct and the administration of the elections for the Senate of New Republica shall be guided by the following principles: - Elections for Senate of New Republica shall be held on the basis of free, universal, equal, direct and secret vote. - Eligible voters are equal in the exercise of the right to vote. - No citizen of New Republica can be deprived from the right of vote because of discrimination on the ground of race, ethnicity, color, language, gender, religious belief, political convictions, education, social affiliation or any other similar criteria. - Freedom and privacy in casting the vote is guaranteed. No person has the right to prevent a citizen from voting, force one to vote in a certain way, hold anyone accountable for the vote, or request that anyone reveal his/her vote. - All candidates are free to campaign and to hold political events. Furthermore, they are all entitled to the right of publishing and disseminating campaign materials in any lawful manner. - The use of public offices, resources, or staff of any public institution for the purpose of supporting a political entity in an election is strictly prohibited. - All political entities, their supporters and all other institution are obliged to respect the fundamental principles set forth in this article and take all the measures to ensure conduct of free, fair and well-informed elections within a climate of democratic tolerance, peace and respect for the rule of law. *Public Offices – Governmental Offices Article II - Definitions Candidate – Is an individual who submits his candidature on the forum. Polling Center – the area designated on the forum for the purpose of voting. No other vote besides those submitted on the polling center shall be accepted. Article III – Central Election Comission (CEC) - The commission responsible to administrate the elections. - CEC shall contain three members; - Two of the Senators who will be proposed by the Senate and the head judge. - CEC Head shall be voted by it’s members. - Those who have the right of counting write-in votes should not make the vote public. - The result of the elections to be valid shall be certified by CEC with a majority vote. - Complaints for the elections must be submitted and messaged to all CEC members and Head Judge. - CEC should not certify the elections without reviewing all the submitted complaints. - CEC members with a majority vote decide if the complaints are right and true Article IV – Voter eligibility - In order to, vote one must be a member of the forum or the World Assembly on Nations States. - Those who want to participate in the elections with write-in votes must message the CEC members not later than 14 days before the election day. - Only those who are registered by CEC are available to vote. - Those who will resign from the World Assembly position during those 14 days will not be allowed to vote. - The write-in votes should be sent via telegram to the WA delegate, Founder and CEC members. - One can only vote once! Either by write-in votes or on forum! Article V – Date and announcement of elections - The President is obliged to set and announce the date of elections. - Elections must be held 2 days before the end of the current mandate. - The date of elections must be made public not less than 2 weeks not more than 3 weeks before the date of elections. Article VI – Voter’s List - CEC maintains a voter’s list and is obliged to update it. - The list should be published on the CEC’s members factbook and forum, including RMB too. Article VII – Penalties - If the vote of an individual or more is revealed by one of the officials who has the right of counting the write-in votes he/she shall be fired from all of his/her current positions; - He/she shall be deprived from the right of holding a Governmental, Senatorial or Court position for a period of 9 months. - He/she who tries or is successful to fraud the elections shall be fired from all of his/her current positions; - He/she shall be deprived from the right of holding a Governmental, Senatorial or Court position for a period of 12 months. - If the President does not follow the rules as set by the Election Code he/she shall be deprived from the right of holding an Governmental, Senatorial or Court position for a period of 15 months. – If one of the public officials do not respect the obligation set forth by the Election Code he/she shall be removed from all of his current positions and shall be deprived from the right of holding a Governmental, Senatorial or Court position for a period of 5 months. *Fraud- manipulation of results, voting more than once, forcing other individual to vote for a certain candidate, preventing individuals from voting. 1.Add a founding region to your dossier for easy future access 2.Send the recruit message to any new nation created in that region. (you can make your own and you need to customize the one on the forum by replacing my nations name with yours. Also when sending recruit messages you have to click advanced options, the arrow text to the receivers name on the telegram, and click the box to make it a recruitment message.) 3. Go to the next founding/refounding/rejected region and repeat Regions that are best to recruit from: Founding regions: The south pacific The North pacific The East Pacific The West Pacific The Pacific Refounding regions: Lazarus Balder Osiris Reject region: The Rejected Realms Ask any questions you have on here so others with the same question can find the answer. Out of a region of over two hundred less than one hundred are actually on the forum. An even smaller number are on the forum under there actual nation's name. I propose that we make Peunt the permanent inspector of elections since he is the most neutral. He will be in charge of making sure that the elections are fair as well as being the collector of write-in ballots for the 153 nations not on the forum. By only allowing a small minority to vote you are discriminating against the majority of our population. This goes inherently against your purpose stated in the beginning of your bill. I understand the point you are trying to make by saying that puppet nations can vote twice should we have a write-in process, but your forget that this problem is not solved on the forum. As I stated before, most nations on there are not on there under the name of the actual nation and it is not hard to create multiple profiles on the forum. By only allowing a small minority to vote in elections you are creating a voting oligarchy which goes against the principles of New Republica. New Republica is based on the concept of Freedom. One of the hallmarks of Freedom is freedom of choice. You are inhibiting that freedom by forcing people to join something that they have chosen not to do, for whatever reason. Further, by only allowing a small minority to vote you are inhibitng the potential activity of numerous nations, which in the long term may force NR to shrink. I ask you to compromise with me on this issue.
