Commission NewsCommissioners Barrington and Pickles, Defence & Peacekeeping and Internal Affairs respectively, were somewhat vocal on the issues surrounding the conflict in the Western Sahara. Following Inquista’s occupation of the Marrakechian zone of the area, the Commission took a firm view against what they saw as an illegal invasion and a breach of European law. Inquista and its supporters countered, claiming the Commissioners did not understand what was going on in the area, and that they should stay out of the issue. Commissioners Barrington and Pickles went further, saying that the Inquistan forces must withdraw, unless they want to risk conflict with the Commissioners home countries of Inimicus and Davishire. This caused considerable controversy, as Barrington and Pickles were seen to be representing their home nations’ governments, rather than the people of Europe as they were elected to do. Despite several calls from the Commission for representation in the subsequent negotiations in Red Croatia and the United Republic of Great Britain, these were ignored.
A motion for the impeachment of Economics Commissioner Xristos Kalabouris, of Perseus Island, is underway. It is argued that the Commissioner has failed to do his duty and as such has endangered the economies of the region. Little has been heard from Mr. Kalabouris since his election, and it is likely a new, special election will be held for the position of Economics Commissioner in the coming weeks.
European Court of Justice NewsThere is no news from the European Court of Justice this month.
Council NewsThe Ocean Protection Act, presented by Os Corelia’s Councillor Jelesniak, was passed by the European Council. In stark contrast to the result of the previous Council vote on the bill, this time Councillors overwhelmingly supported the bill, with eight votes for and only one against and no abstentions. Consequently, industrial sewage across the EU must be treated before it is released into the ocean, and single-hulled oil tankers are banned completely, amongst other things.
Councillor Beatrice Smith of Icholasen proposed The Rights of LGBTQIA People in the EU Act. The bill mandated that same-sex marriages must be legal across the European Union. It also called for sex-changing drugs to be made available to all transgendered people, should they choose to use them. The bill also included an attempt to combat homophobic bullying in schools throughout the region, such as compulsory education on different sexualities. Many objected to the bill, such as Angleter’s new Councillor Montfort, who maintained that ”… Europolis-imposed same-sex marriage is a bridge too far.” The Duxburian Union’s Acwellan Devoy also expressed his disapproval of the act. He pointed out that the Duxburian Union does not have any concept of sexual orientation, believing it is something you do, not something you are. Speaker Devoy concluded with ”You want to overwrite two thousand years of de facto and de jure equality in favor of a system that tells us that we are not equal because of what we look like or what we like to do? That doesn't make a shred of sense and is outright uncivilized." The bill was defeated, with seven votes against and only one in favour. There were no abstentions.
Councillor Eloise Murray of Miraco proposed a bill which would standardise healthcare accreditation standards throughout the EU. According to the bill, it would ”… enhance cooperation throughout the European Union as well as ensuring geographical mobility for EU residents working in the healthcare industry.” There were concerns that the bill removed too much power from the European Council and that a section was unconstitutional. However, an amended form of the bill was passed, with five votes for, two votes against and two abstentions.
The Alliance of Liberals and Democrats for a Green Europe have unveiled their new deputy leader. According to an ALDGE press release, Councillor Pamela Winchell of Icholasen will take up the position, and would also be the leader of the ALDGE Bloc in the European Council. ALDGE Party Chair Ms Karolinasz Jaedala of Os Corelia is said to have appointed Winchell as, aside from Os Corelia, Icholasen is the only other member state with a councillor that sits with the ALDGE.
Other NewsAs referenced earlier, Inquistan forces moved into a portion of the Western Sahara that was occupied by Marrakechian forces. This ended a three year understanding, where the Sahara region was divided into two sections, one administered by the Kingdom of Marrakechia, the other by Inquista. This was a result of the conflict of 2011, where Marrakechia sought to bring the entirety of the Western Sahara under their control, following its de facto independence under the Polisario Front. Inquista assisted the Marrakechian forces, but did not withdraw its troops from a section of the region, leading to the situation that lasted until a few weeks ago. Inquista claims that the people of the Sahara had suffered under Marrakechian rule, and that only the unification and full independence of their country could allow for them to become prosperous and happy once more. After the initial occupation of the Marrakechian Sahara, The Sahrawi Union was declared, sponsored by Inquista and Red Croatia, who formed the Committee for Western Sahara Autonomy. The new nation encompasses the whole of the Western Sahara, but has not been recognised by all members of the EU. Currently, only members of the WSA Committee have recognised the new state, namely Inquista, Red Croatia, Rimroth, the Althanian Dominion and Icholasen.
The crisis in the Sahara created tensions within the EU not seen for several years. Many member states rejected the Inquistan occupation as a breach of Marrakechia’s territorial integrity. Amongst them was The Twelve Commonwealths of Halsberg, who sent airborne troops into the Sahara’s major cities to secure members of the Marrakechian Royal Family who were residing there following a request from King Charly himself. Negotiations began in Zadar, Red Croatia, amid threats of force from Davishire and Groot Belgie. The conference in Zadar achieved little, and as such President Cynthia Johnson of the United Republic of Great Britain hosted a new meeting of the key players in the crisis, in an attempt to avoid any bloodshed. Representatives of Inquista, Marrakechia, Red Croatia, Halsberg and the United Republic met in London to discuss the crisis and come up with a diplomatic solution. Despite some raised voices and sharp words, they succeeded, and an official agreement was reached. A referendum will be held in the Western Sahara, overseen by observes from the United Republic, to determine whether the people wish to become independent under The Sahrawi Union, or return to the Kingdom of Marraekchia’s administration. The referendum will be carried out in the next few months. Inquistan, Rimrothian and Halsbergian troops remain in the region.
The last month also saw one of the most eventful coronations in the EU’s history. Following the King of Icholasen’s apparent death, his daughter Anastasia was to become Queen. The ceremony began as one would expect, with many foreign dignitaries present, such as the Inquistan Archbishop Paul Craticus, Red Croatia’s Queen Aleksandra and Halsberg’s High President Michael Solomon. However, the coronation became engulfed in drama worthy of a television hit, as it was revealed that the King was not in fact dead. He named his other daughter, Anastasia’s sister, as his would-be murderer. The Duchess of Saint Pierre confessed to the crime, saying she would have gone on to kill Anastasia and claim the throne for herself. The Duchess evaded capture, however, escaping with an accomplice masquerading as a security guard in a helicopter that was waiting nearby. The King, realising how hurt Anastasia was and how much she was looking forward to becoming Queen, abdicated to allow her to assume the throne.
To celebrate the coronation of the new Queen Anastasia of Icholasen, the foreign dignitaries were invited to dinner at the royal palace. There are rumours that many of the region’s most eminent leaders had a little too much to drink. According to one member of the royal staff, who remains anonymous, he had never seen such a display of debauchery. The source went on to say that there appeared to be a particular hostility towards Emperor Jules of Groot Belgie from the Inquistan Archbishop. It is said that, after flicking peas and throwing various items of silverware at the Emperor, he proceeded to throw a large cream pie in the Emperor’s face. The Anitax Aureliana of the Althanian Dominion was also referenced by the source. Apparently, after getting somewhat intoxicated in a bar before the dinner began, she arrived at the banquet and got even more intoxicated. She is also rumoured to have been extremely jealous of the Queen Anastasia, who was getting somewhat flirty with Halsberg’s Edmund XI, the Duke of Roeburg. According to the source, Aureliana was like a desperate schoolgirl who wanted a boyfriend.

Commission News- The election season for Commission XVI began in earnest in late March. The seven candidates represented an increase from last time, where only five were nominated and as such all were guaranteed a seat. Turnout was somewhat low, at only 11.4%, with 14 out of 123 member states casting their vote. In the vote to determine Premier, Nouvelle Picardie’s Chasca Nayra won 53.8% of the vote and was therefore elected as the EU’s senior commissioner.
- A new enquiry into the attitudes of member states towards matters of justice is planned by the Internal Affairs Commissioner.
- The Internal Affairs Commissioner has also led a discussion on the future of the European Commission itself. There was general consensus that the executive branch of the European Government is important, but several ideas for reform were offered.
- Commissioner for Defence and Peacekeeping, Sir Augustus Barrington of Inimicus has been touring Europe. His first stop, to Groot Belgie, is ongoing.
European Court of Justice News- Elections were held for the ECoJ. Only five candidates put themselves forward to be elected justices, and as such all were guaranteed seats in the Court, regardless of the votes.
- The position of Chief Justice, however, was still up for grabs. Two candidates, Steven Doberman and David Lee, were fighting for the position. In the end, Doberman claimed victory, securing just over three quarters of the vote.
Council News- Davishire’s Councillor, Nicola Heaven MP, presented a bill to the Council which would place several restrictions on the use of capital punishment in member states. The bill would have seen restrictions on what could constitute a capital crime and mandated that prisoners on death row be allowed numerous rights, such as legal advice and religious support. The bill was defeated, with only one vote in favour and two against, not forgetting two abstentions.
- Cllr. Heaven again brought the issue to the Council chamber, with her more direct Capital Punishment Abolition Bill, which sought to ban the use of the death penalty outright throughout the Union. The bill roused many councillors, who defended their views admirably. Indeed, the subject of the death penalty saw one of the most heated exchanges since the days of Marshall and Zapatero, with the councillor from Groot Belgie going so far as to say his government would refuse to implement the bill should it pass. Tension was created throughout the region thanks to this sentiment, with many member states growing increasing anxious over Groot Belgie’s bellicose opposition to the legislation. The Groot Belgie Times reported that the government would not pass the bill under any circumstances while also reporting an increase in military recruitment as a result. The Commissioner for Internal Affairs felt it right to intervene, asking the Groot Belgie councillor to reconsider his vehement opposition in the interests of maintaining regional peace and stability. Fortunately for Groot Belgie, the bill did not pass, with three in favour and four against, with one abstention.
- A bill to introduce a European Central Bank was also proposed. Sir George Barringer, the Duke of Weselton, wished to see a central bank independent of both council and commission. However, many councillors expressed concerns that such an institution would be unaccountable and would exercise too much control over non-eurozone member states. The bill was totally defeated, with not even one vote in favour.
- The Ocean Protection Act, last seen almost a year ago when it was defeated in the Council, has made a return. Os Corelia’s Count Jelesniak has reintroduced the bill which aims to control the amount of pollution reaching the region’s oceans. If passed, the OPA would be the first environmental legislation the region has ever seen. The debate remains ongoing.
- Councillor John Walters has demanded a reshuffle of the committee dedicated to rewriting the Universal Declaration of Human Rights. He claims that the lack of active members on the committee has caused work on the document to stall, and has similar sentiments over the committee tasked with redrafting the constitution. In response, Count Jelesniak, the leader of the UDoHR committee, has announced that the group will be reformed completely with councillors welcome to apply to join.
- Councillor Anatoly Keith stepped down from his post as Angleter’s European Councillor. He had been in the role for five years, making him one of the longest serving councillors of all time. Regarded as one of the EU’s most senior statesmen, Anatoly’s achievements include serving as the first Speaker of the European Council and presenting the long-awaited Committee Reform Act. He is replaced by Peter Montfort, former Commissioner of two and a half terms.
- Also stepping down is long-time Union of European Conservatives leader Christopher Brown of Halsberg. The inaugural party president said: “I feel it is time for the party to benefit from a new vision, to take a new direction.” Leader for two and a half years, Brown has handed the party presidency to Inimican Wilfred Cocx. The former Prime Minister of Inimicus was elected unopposed and now heads the European Union’s largest party.
- The ALDGE have also lost their party leader. Party President Arcturus relinquished command, and a leadership election was called. Corelian Karolinasz Jaedala is the sole candidate, and looks set to take over from Arcturus. According to eminent stateswoman Maleeka Liszckoszi, Jaedala has been “a strong European commissioner for defence and peacekeeping with a strong record in the role in line with our vision.”
Other News- Rimroth’s governing party, the National Rimrothian Front, have kept control of parliament. PM Richard Watson remains in power.
- Marrakechia’s rather eclectic music festival Mawazine got underway, with headliner Indila being joined by the Imperial Symphony Orchestra of Inimicus and the Orchestre des Forces Royales Air du Marrakechia.
- Northern Caesarea has elected a new government. Prime Minister Izan Roch has signed a pact with the Social Democrats, Greens and Gavachois Nationalists where they will support cabinet policies. The country’s European councillor has been replaced with Gabriela Espinosa, who sits with the ECL.
- The Corelian controversy over the island of Westfallon continued throughout March and April. During the election campaign, many Corelians demanded that candidates pledge to recognise the existence of Westfallon and as such rectify the cartographical error which caused so much offence to the islanders.
- World Youth Day 2014 is underway in New Birmingham, Angleter. The new Pope Aloysius was present during the festivities, which saw bishops giving talks to young people on the importance of today’s youth in society.
- Rumours that Cardinal Daneels of Groot Belgie is guilty of murder came back to haunt him, as the Pope ordered an enquiry into the incident. A crack investigation team consisting of Angleter’s Cardinal Unctious and Sister Agnes Gerardi are on the ground in Groot Belgie. Their enquiries are ongoing.
- Rumours that the next EuroVoice contest is imminent have been circulating throughout Europe. Not seen since January, the EuroVoice contest has delighted the region no less than 20 times, with the 21st eagerly anticipated. Despite claims that the contest could begin as early as next week, neither the EUBC nor the host broadcaster would comment.

[SIZE=9]Commission News[/SIZE] - Commissioner for Defence and Peacekeeping Blair von Schroeder has had a meeting with Davishiran Prime Minister Manning, to discuss the diplomatic tensions caused by Manning's plans to ignore the European Nuclear Arms Association (the organisation deciding who can and who can't produce nuclear weapons) and produce nuclear arms either way. Following that statement, the Duxburian Union (a country famous for its huge military and nuclear arsenal) threatened Davishire by saying that ignoring the ENAA would be "...unwise...". In the conversation between the Commissioner and the Davishirian PM, the latter said Davishire's government didn't have any plans to obtain nuclear weapons in an illegal way at all.

[SIZE=9]Council News[/SIZE] - The council has been discussing a bill proposed by the Davishirian councillor on the issue of green legislation. The bill was met with criticism, even by the Alliance of Liberals and Democrats for a Green Europe, the Europarty from which everyone would expect they would support legislation like this. When green legislation is discussed, the Council can expect some tough words from the Inimician councillor, as Inimicus has always been sceptical of environmental legislation. This bill was no exception:
How dares the Davishirian councillor prospose penalties for not reaching the prosposed deadlines?! You're practically saying to countries that they aren't allowed to develop themselves in a way that suits them best. Instead, you're saying they should watch their emissions, which haven't even proven to cause global warming (and no, I'm not denying global warming, it's very evident that temperatures have risen in the past 100 years, but so have they in medieval times, when there weren't any cars or emissions). (...) Do you want to put strains on your economy by doing everything you can to cut down on carbon emissions, and afterwards you get to hear 'It's not enough' and you get a huge fin. five hundred million euros is the equivalent of 2300 new houses, or, for the ALDGE's sake, 230 wind turbines The Os Corelian councillor was mainly concerned with nuclear energy being excluded from the bill. The proposal didn't say anything about nuclear energy; Davhishire is known for its nuclear ambitions, and it would not be surprising to the Corelians if nuclear energy would be completely excluded from the bill. Other councillors would rather see a treaty, not a bill, about environmental legislation. Multiple delegates have proposed a further meeting on this bill (including the Inimician councillor). Following his resignation, the Papal seat was decleared "Sede Vacante" and a conclave was called, with cardinals from every European nation with a (partially) catholic population participating. The Cardinal elected, Einico Baraszi, adapted the name Aloysius, after St Aloysius Gonzaga, parton saint of Christian Youth.
- The United Romulan Empire has elected its first female senator. Athena Aurora's election has caused a rapid rise in approval for her party, the Romulan Imperial Party. She chaired the Civil Rights committee and is the leader and only member of the Women's power caucus.
- The United Kingdom of Icholasen proposes the build of a tunnel from a City on the Pas de Calais coast to the Kingdom of Miraco. Key discussion points are Cost, Depth, Length (Which City to which City), Financially viable? Who will pay? Public Opinion and Trade.
The plan was met with positive reactions from those involved. - Inimicus went to the polls on 8 December. The Green Party was banned recently because of alledged connections to terrorist organisations, so an electory gap formed. A lot of voters therefore turned to the center-right party, Democrats For Inimicus, which clomb from 27 to 82 seats in the Inimician Parliament. After the elections, a liberal-conservative coalition was formed.
- Inimicus has been denied a license by the ENAA. The Inimicians thought it high time their country was granted permission to protect itself with nuclear weapons, but the ENAA disagreed, saying:
The ENAA has looked over and discussed Inimicus’ application and each argument kept coming back to the same premise: instability. Inimicus has made great strides as a nation on the European stage but this is still the same nation that used chemical weapons on its own people in a violation of European law. It leads one to question if Inimicus can do that to its own people, would it really be averse to using nukes against foreign nations. The specter of the Telum Incident looms large today over this ENAA decision, just like it has loomed over the past year of events in Inimicus. The ENAA turned to an event that occured about a year ago, when an incapable Minister for Defence ordered the use of Soman gas at a group of rioters in the Inimician capital. It is yet unclear when or if Inimicus will apply again. - Also Qvait was denied a license for nuclear weapons. The main issue for denial was the half-century long civil war Qvait recently emerged from, known as the "Qvatican Oddysey" The ENAA therefore thought it wise to deny Qvait's application.
- Eurovoice XX has started. For the first time, the contest had multiple themes: Boy Bands, Girl Bands, 90s Songs, Movie/TV Songs, Duets, Current Generation Music, Covers, and Ghetto.
The competition was met with a lot of enthusiasm, although some nations are not happy with the choice of themes the host nation, Red Croatia, has made. The competition is still in progress. [/list] That's it for this month! See you next time!

[SIZE=9]Commission News[/SIZE] - The November 2013 Commission Elections have come to an end. The debate was mostly waged between the two contestors for the premiership, Peter Montfort (UEC) and Dr. William Roebuck (ECL). At first, many thought Augustus Barrington was campaigning for the premiership, too, but he placed his trust in Montfort. In the end, neither Barrington nor Montfort were elected Premier, but it was Dr. Roebuck who was awarded the prize. He divided the commission seats with Barrington (Inimicus, UEC) on Foreign Affairs, Eriksson am d'Iunio (Duxburian Union, ECL) on Internal, Von Schroeder (Red Croatia, UEC) on Defence and Peacekeeping and Montfort (Angleter, UEC) on Economics.
- Commissioner for Foreign Affairs Augustus Barrington has launched a campaign to recruit more recruiters. Since the member count of the EU has recently hit new lows, he is anxious to get more recruiters to join the team. Already, two new recruiters have started recruiting for the European Union.
- Premier Commissioner Dr. William Roebuck has messaged all European Councillors for his Councillor Survey. This survey is meant to show which subjects concern the European Councillors, and come up with legislation on those areas. The survey's results have already been published:

The following topics were mentioned once during the survey: Nuclear Disarmament, Space, Social Safety Nets, Interregional Mass Transportation, Regional Security, Green Energy, Aviation Safety, Updates on Constitutional/UDoHR Committees, Gun Crime, Fishing Rights/International Water Boundaries, and Health Care. The Premier was disappointed, though, by the number of councillors that actually responded. Only about a third of the interviewees replied. [/list] [SIZE=9]European Court of Justice News[/SIZE] - The ECoJ elections have been concluded. There were five nominees, so every candidate is now a Justice. The Chief Justice has been elected as well. Javinas Stidernbaker from Os Corelia was duly elected to this office.
[SIZE=9]European Council News[/SIZE] - The Committee Reform Act was passed 9 to 0. The Act intends to standardise and increase accountability in the organisation of Council committees, and was met with a small amount of constructive criticism, but was unanimously passed.
- The elections for the Director spot of the European Arts Collaboration Fund are in progress. So far, only one candidate has nominated himself: Count Kairos Jelesniak of Os Corelia.
- Elections for the spot of Chairman of the European Patent office have also opened. Three candidates have presented themselves: Eric Granger (Qvait), Hippolytos Pankratios (United Romulan Empire) and Sir Arthur Micheal-Harvey (Davishire). So far, Hippolytos Pankratios is taking the lead, followed by Sir Arthur Micheal-Harvey.
[SIZE=9]Other News[/SIZE] - Inquista has been appointed to host the next Eurocup. After a presentation by all candidates (a co-operation of Davishire, United Romulan Empire and Chilterns, Newfoundland, Inquista, Qvait and Os Corelia), Inquista came out to be the best.
- Eurovoice XIX was hosted by the Microstate of Inquista this month. The theme this time was "Revenge and Redemption", and was meant to give another chance to musicians who failed to win in previous EVs. The winner was Red Croatia with Fifth Harmony.
- Tensions are rising in the Union of European Conservatives as the Inquistan Councillor threatens to leave the Europarty:
With no party leadership, total party mismanagement, and members running around making nuclear weapons without consent, it'd be a total farce to continue in a party like this. If the UEC doesn't get a grip on it's self, or it's party members, Inquista will represent it's self under it's own independent banner, under the ECL or create it's own new credible party. The UEC party leadership has not yet responded. - The Qvaitican civil war is coming to an end. Recent announcements on the Second Qvaitican War have been issued from the Qvaitican Secretary of Defense. In this announcement, he has said that North Qvait, the rebellious part of the country, was falling. Because of the proximity to the end of the war, many are looking at whether Qvait will finally be reunified as a democracy or will consist of two democratic nations, who are peacefully working together.
- A team of Inimician miners were arrested in the United Romula Empire for violating environmental laws. Inimician Emperor Hugh Doyle was enraged when he heard of this, and arranged a meeting with the Romulan Praetor. The Praetor came to Inimicus together with the miners. The two heads-of-state held a meeting together, but it has not produced anything fruitful yet.
- After Dr. Roebuck's election to the Premiership, the first ever councillor elections have been held in Gun-Toting Animals. With 52% of the vote, Eric Fox has been chosen by the people of GTA. Fox and his faction of the People's Center Party are notorious anti-integrationists and Fox clashed with President Colt over his views on the European Union. Despite being elected as Councillor, Fox will still have to take orders from Colt on how to represent the Confederacy in Europolis.
- Diplomatic tensions between Os Corelia and Qvait have risen as Qvatican spies were caught in Os Corelia. The Corelian Secret Service seized the Qvatican embassy and its assets as part of an investigation onto allegations of Qvaitican spies gathering intelligence on Os Corelia then reportedly going rogue. The spies were eventually caught by the Corelians.
- The long-lasting civil war in the United Romulan Empire has ended. Several European nations blockaded the country for weeks. Also, in the case of the Inimician miners, the Romulan Praetor resigned. He found the pressure too great.
- With upcoming elections in Davishire, the liberal candidate has threatened the EU and his own country by saying he is not afraid to lead Davishire in a military conflict over the production of nuclear weapons. Davishire has been denied a license by the European Nuclear Weapons Association, but the Liberal Party is not afraid of the ENAA.

Nominations end on 2nd of November, and so far Dr. William Roebuck from Gun-Toting Animals has nominated himself as well as a fairly unkown candidate named Darwin Cutter from Qvait. Other potential nominees are the incumbent commissioners Augustus Barrington, Inimicus; Peter Montfort, Angleter and Blair von Schroeder, Red Croatia. A delegate from Halsberg is considering to nomitate himself, too.
- Foreign Affairs Commissioner Augustus Barrington has started to carry out the Cultural Ambassador Programme. This programme was designed by Colleen Bennet, who was the former Foreign Affairs Commissioner, but who sadly passed away last September. The programme replaces the Foreign Affairs Commissioner as ambassador to other regions. Individual nations are now seperating the burden which was once placed solely on the Commissioner.
- Premier Commissioner Peter Montfort has proposed a "Committee Reform Act" to the European Council. This Act intends to standardise and increase accountability in the organisation of Council committees. The prosposal was met with constructive criticism and an amendment by the councillor from Gun-Toting Animals. The debate was extended by Speaker Devoy, and will likely face voting at the beginning of November.
- Despite a loss of members, the European Union has managed to keep its head above water. The recruiting programme set up by Colleen Bennet has been passed on to Augustus Barrington and his recruiters, who have managed to keep the EU relatively stable even though the member count has declined slightly.

[SIZE=9]European Council News[/SIZE] - The prosposed Committee Reform Act is being debated on the Council floor. It is the purpose of the Act to "standardise and increase accountability in the organisation of Council committees.". The Premier has used all his available knowledge to come up with a firm prosposal, which includes the following:
Each committee shall be led by a Director, who shall serve for a non-renewable term of six months. The Director must be a European Councillor elected by the European Council by the Alternative Vote system, with the exception of the Director of the EBCWA (European Biological and Chemical Weapons Association), who must not be a European Councillor, nor a representative of any single member-state, and shall be appointed by the Commissioner for Defence and Peacekeeping. . The Act attempts to simplify the entire system of committees, yet it was met with criticism, be it constructive, by the Council. Especially the Councillors from Os Corelia and Gun-Toting Animals were concerned. An excerpt from the debate: I share the concerns of the ever-eloquent Dr Roebuck who rightfully points out that it is counter-productive to keep councillors to only one-committee due to the small number of active participants. [/list] [SIZE=9]Other news[/SIZE] - Commissioner for Internal Affairs Blair von Schroeder has chaired a "Council of Six", which included the five conflicting generals in the New Romulan Empire. Von Schroeder let each general tell their side of the story, after which she prosposed to form the country into a Confederated Parliamentary Republic and be separated into five dominions, each ruled by one person and have the overall country's parliament consist of 200 members, 40 from each Dominion, Supreme Court made out of one of each dominion's Chief of Justice and a circumstantial re-election for the leader of each Dominion.
However, one of the generals, Sabinos Loukianos, vehemently disagreed with the posposal, so he walked out of the meeting. Therefore, the remaining four leaders signed a treaty which puts the Republic in place, but with four dominions instead of five. - Internal problems in Inimicus have escalated to the point where its Prime Minister, Wilfred Cocx, declared martial law. It all started when Robert Husky, a renowned film producer, released a production on Inimicus's Emperor. Opposing extremists brutally murdered the film producer, after which riots erupted throughout the country. Meanwhile, in Parliament, the Green Party refused to denounce the killer and the rioters, instead it kept its mouth completely shut and its MPs didn't attend any parliament sessions since. And the chaos got worse. Green terrorists raided a research centre and stole smallpox vaccines, which they used to infect a large part of the Inimician population. In response to the crisis, the PM announced the abolishment of the Green Party and martial law to be declared for an indefinite period of time.
- William Hughs, the Councillor to the EU for Davishire, consulted the Council on whether or not the Davishirian police should be armed with guns. Two thirds of the Council said guns were part of police life. For example, the Inimician councillor Ralph Jaevons stated "Policemen with guns look more impressive than officers without, and if a situation gets truly dire, policemen can always use the guns to take out a possible threat. Therefore, I say 'yes' to firearms for policemen.", and the Rechroation councillor agreed with him: "Having been used to fire arms, which majority of the country reckognized as a tool that would be useful upon dealing with criminals, the police force and the absolutist queen of the time have agreed to allow them as a part of police equipment, and it has come in quite in handy when it came to enforcing law."
- Deputy Foreign Minister Mary Beth Collie from the Confederacy of Gun-Toting Animals visited Davishire this month to discuss Nuclear Weapons Security. Davishire has attempted to get a license for nuclear weapons at the European Nuclear Arms Association (ENAA) but was rejected. The decision was followed by a crisis in Davishire, which refused to accept the ENAA's decision. Davishire is looking to bolster its application and the Davishirian delegate asked the Foreign Minister on various subjects concerning nuclear weapons, for example: "How does Gun-Toting Animals see it that nuclear weapons should be secured, and how would Gun-Toting Animals be able to support Davishire in this effort? We have had nuclear protection troops ready for nearly 4 months, but how should we deploy and train them and how can you support us in this?"
- The Os Corelian Ministers are becoming mystified by a series of closed door talks between Os Corelia and the Grossdeutches Reich. The talks have only been attended by top level Corelian diplomats including the Viscount and Vice-President who both haven't attended parliament for the past few weeks. The Diplomatic suite on the 5th floor of the parliament building has restricted access with Ministers being left having to use a press conference room as a make shift cabinet office.
- The Os Corelian electoral college is currently busy preparing for the Euro Ballot as Nominations were opened for the commission in Europolis yesterday. This will see the end of Karolinasz Jaedala's term as Defence and Peacekeeping Commissioner which is widely seen as successful with a look at her consultations on security and LGBT service people's treatments. She has also been praised for her work with the Davishirian government.
- The Socialists & Democrats europarty have gathered for a conference. The main event was a speech by Malak Kayrooz, Prime Minister of Northern Caesarea. A couple of excerpts from the speech: "The European Union maintains that one of its main objectives is to make Europe a safest place, giving priority to pacific solutions to conflicts and acknowledging fundamental rights to all european citizens. Unfortunately, a single glance to European newspapers or web pages, shows us that something is going wrong.", "Right-wing and even far right wing options are more and more popular in our nations. As we have just seen here, in Northern Caesarea, populism and the mirage of easy and undemocratic solutions to complex problems are on the rise. The right wing is now strong and united in Europe. Progressive options are divided and fighting about names or political labels" and "Because we believe in a strong welfare state, we are against the "every man for himself" neoliberal approach defended by the conservatives. Because we believe in a strong Europe, we are against the transformation of the European Union in a useless organization, where pseudo-democracies and openly admitted dictatorships have the same respectability than true democracies."

Commission News[/u] - Over the past month, Commissioner Bennet, Forgein Affairs, tried to intensify the Recruiting Programme. Despite her efforts, the nation count in the region declined from 169 to 152.
- Mrs Bennet also wrote an embassy review, dedicated to reviewing embassies with other regions, and how the EU could improve these diplomatic facilities.
- Forgein Affairs Commissioner Colleen Bennet sadly passed away this month. Following her death, a special election was held. In this election, three candidates were nominated, but the electoral battle was fought between Ianna Varlet from Kryuland, ALDGE; and Augustus Barrington, from Inimicus, UEC. Barrington won the election by 2 votes, therefore he took Colleen's place at the end of the month.
- Internal Affairs Commissioner Blair von Schroeder is currently consulting the Union on the controversial subject of the death penalty. Already, the two sides of the debate have spoken their mind.
- The Internal Affairs Commissioner also dedicated a lot of time to the recent developments in the New Romulan Empire, where a disastrous civil war is currently being waged
- In co-orporation with the Internal Affairs commissioner, Commissioner for Defence and Peacekeeping Karolinasz Jaedala offered the Council a consultation on Lesbian, Gay, Bisexual and Transgender members of the armed forces. The LGBT consultation is, according to commissioner Jaedala, "...now closed and in review..."
- The Economics Commission, led by Marie Rivas, has been relatively quiet during the last term.

European Court of Justice news[/u] - Justice Idla Bcassj of Kryuland resigned this month due to increased health issues. Her health had gone backwards the past months, and she found it time to abandon her office. She said herself: "... I can not let my already-weakened faculty of judgement and common sense to influence my judgement onto other people..."
- After Justice Bcassj's resignation, an ECoJ election was called, with two nominations: Ralph Haley, Inimicus, and William Hague, Davishire. Hague won the election by far.
Council news - Late Commissioner Bennet prosposed the subject of Cultural Ambassadors to the council. These ambassadors are to report EU developments, such as these updates, to other regions.
- An amendment to the European Relief Force Act was passed. This amendment improves deployability of the ERF
- The Amendment to the Nuclear Test Regulations Act was prosposed by Davishire, but met fierce opposition from member states and was evetually removed from the council floor without voting.
- The prosposed European Olympic Committee Act was met with laudatory comments as well as criticisms. The latter remarks were mostly made by the councillors from Northern Caesarea and Gun-Toting Animals. The proposing councillor from Großdeutsches Reich withdrew the prosposal before voting could commence.

- A huge civil war has erupted in the Balkan Socialist Federation. Romulus, a general, overthrew the government and formed the New Romulan Empire. Romulus died quickly, though, after which the Empire was divided into four different territories, each led by a former Romulan general. Every one of the generals has their own reasons why they should be crowned Emperor
- The five generals in the New Romulan Empire have met the Internal Affairs commissioner in a series of summits to resolve the conflict.
- One of these generals has also met the Inimician Emperor. In this brief meeting, Loukianos (the general) and the Emperor supposedly struck a secret deal in which the Inimician monarch supplied Loukianos's army with medical supplies and food in return for minerals.
- Northern Caesarea has held elections. The new government consists of Socialdemocrats, Greens, Republicans and leftist regional parties.
- Davishire's Forgein and Commonwealth Minister was held in a long hostage situation in a bank. The terrorists held the minister for days, after which he was liberated by police forces.
- Bakrova has changed government. After the elections, the new President, Maia Sjova, was inaugurated.
- The Alliance of Liberals and Democrats for a Green Europe have gathered in Pax Aurea for a conference. The Greens are mainly discussing Green bills and laws in the European Union, and coming up with suggestions how this kind of legislation can sucessfully pass the council floor.
- Representatives from Os Corelia and the Großdeutsches Reich have met in Os Corelia to discuss a possible Union of the two states. The Os Corelian viscount met the prosposal with agreemeny, "...provided the public vote for it of course!", as he said himself.
- After being elected to the Commission, Marie Rivas had to give up her place in the Council. A new councillor was elected, a socialdemocrat named Hugo Basescu. He joined the Socialists & Democrats europarty.
- Blair von Schroeder, elected to the Internal Affairs Commission, had to give up het coucil seat, as well. She was replaced by a UEC'er named Heather von Henderson from Red Croatia's Party of International Relations.
- The civil war in New Romulan Empire has taken the lives of over 20,000 men and women. Not only soldiers were killed, civilian casualties were many, as well. Internal Affairs Commissioner Von Schroeder is currently trying to resolve the situation by diplomatic skill instead of military power. However, the most extreme of the generals, Loukianos, is not co-orporating with Von Henderson's plans. It is still unclear whether or not the conflict can be resolved peacefully, as many nations have already declared their support for either of the five generals.

Commission News- The Office of Foreign Affairs has had its ups and downs during the month of August. Recruiting efforts have increased and at one point European Union reached its record high population at 189 nations. These efforts however were countered by what is commonly referred to in NationStates as "the summer slump". The net population went down 9 nations since the end of July.
- Internal Affairs Commissioner Blair von Schroeder approached European Council members with a re-instigation to explore options for drafting environmental legislation. A second attempt at passing The Ocean Protection Act is currently being discussed.
- The Office of Defense and Peacekeeping has handed awarded its first ever European Union Peace Prize. The award was given posthumously to Julia Glorius, the former President of Pax Aurea. Glorius served as President of Pax Aurea until she was brutally murdered as part of the Christmas Day attacks last December. Glorius was nominated by Rhinian President Fredrick Jeffery who said "President Julia Glorius should be posthumously given this prestigious honor for an entire lifetime dedicated to serving the people and keeping the peace. Glorius has left behind a grandiose legacy of humanitarianism leading efforts such as "Operation Hope" in the Western Sahara, "Operation Enduring Hope" in Dromund Kaas, and the "Roadmap to Peace" Conference. Julia also loathed violence, condemning acts of aggression across the region on many occasions. President Glorius was a leading figure in European Union who to this day holds a strong influence over many nations and politicians alike. Following her lead, many European nations adopted pacifists' stances and many discarded their militaries. President Glorius wasn't afraid to fight either, leading the way for increased social justice in our region. Julia Glorius was an amazing woman that believed in two fundamental European values: freedom and peace. That is why she deserves this honor."
- Commissioners Jaedala and von Schroeder have completed the Europolis Security Review survey and have published their findings. Defense Commissioner Karolinasz Jaedala wrote a summary of the study's findings: " After a lengthy discussion with Commissioner von Schroeder we believed that nations should be free to provide their own security. We would advise a central security body to be set up where national security can cooperate with the exiting Europolis security to effectively transmit information about threats. We also believe the choice should be available, although if Europolis services are used I would recommend that nations pay for this provision through contracting. This way we are ensuring fair use of the budget which should be for citizens. This also keeps the forces in Europolis neutral."
- Defense Commissioner Karolinasz Jaedala took to the European Council to bring the topic of nuclear weapons and their regulation. The Consultation on the Place of Nuclear Weapons received the greatest amount of attention by the Council throughout the month of August. Several Councilors expressed a desire to see the abolishment of Nuclear Weapons while on the other end of the spectrum Councilor Hughs argued for the dismantling of the European Nuclear Applications Authority, the only nuclear regulatory force of the European Union. A majority of Councilors felt that the current state of European nuclear affairs is where they need to be and that no changes should be made. A compelling speech from Councilor Roebuck of Gun-Toting Animals in which argued the prevailing opinion while also re-educating the Council on the nuclear history of European Union can be read here.
Court News- There is no new news from The European Court of Justice for the month of August.
Council News- The European Council finally authorized the deployment of the European Relief Force to the Caribbean following the aftermath of Hurricane Athena in July. A total of 260 million euros will be spent on the humanitarian efforts in Sint Maarten and the Aurean Provinces of Colonial Nova and Provincia Celesta. The ERF is expected to spend the next six months in the area providing aid to displaced residence while their respective nations begin reconstruction efforts.
- Councilor Roebuck of Gun-Toting Animals has presented an amendment to the European Relief Force Act that will allow the ERF to be immediately deployed by the Economics Commissioner while the Council deliberates further action. This amendment is in response to the thirty-seven day discussion by the Council regarding the deployment to the Caribbean.
Other News- The government of North Europa has created two new ministries within the executive branch: The Ministry of Public Order and Protection of the Citizens and The Ministry of Merchant Marine & Arctic Islands. While the latter is a completely new office, the Ministry of Public Order and Protection of the Citizens was split from the Ministry of Justice. The former Ministry of Transport & Housing has been renamed the Ministry of Transport, Infrastructure and Networks.
- King William VIII of West Embria has decided to vacate the throne and install a new republican system of government. The announcement came during the festivities surrounding the Kingdom's 19th anniversary of the end of the Embrian Civil War. William VIII is expected to vacate the throne on the 1st of September.
- The Confederate Assembly has approved a massive military expansion for Gun-toting Animals. Included in the spending increases is a project to develop a missile defense system.
- A gay rights parade in Telum, Inimicus ends in tragedy after a riot broke out leading to the deployment of the Imperial Guard. After clashes between the protestors and Imperial Guard aided by the Riot Police, thirty people were discovered dead. The dead include protesters and law enforcement alike.
- The trial of Former Aurean Homeland Security Minister Junia Falco is currently ongoing. Four major charges have been brought up against Falco in this trial: gross misuse of power in office, illegal gathering of intelligence, violation of the Constitution's civil rights articles, and the persecution of a religious group. Falco's surveillance operation "Wolves Among Sheep" allegedly targeted the Catholic Church in Pax Aurea, its clergy, layman groups, seminars, and even private confessions.
- The Balkan Socialist Federation launched the Proton VI rocket which contained the LandSurveyor 1 Satellite which will sit at low-earth orbit. The Balkan Space Agency too sent a trio of astronauts into space for the first time in the nation's history.
- Protests have been breaking out all over the Balkan Socialist Federation in a display against the nation's socialist policies. The populace has grown tired of higher taxation coupled with high unemployment.
- King Stenbren of the Imperial Commonwealth of Davishire has abdicated the throne and King Hubert has been officially crowned. Along with the changes in Monarch, the Imperial Commonwealth too will be seeing a change in Prime Minister. Prime Minister Rt Hon David Cameron MP will be replaced by current Secretary of State for Justice Rt Hon John Williams MP. Cameron will act as the Secretary for State of Justice for a short period of time.
- Eurovoice XVIII concluded in the month of August. The Microstate of Inquista won the contest with the song "Next to Me" performed by Emeli Sandé. The winning performance can be viewed here
- The Imperial Commonwealth of Davishire and the Balkan Socialist Federation have signed a joint defense agreement. In addition to the defensive pact, the two nations have also agreed to cooperate in the field of Space Development.

Commission News- The election process which began in the latter days of June concluded on the sixteenth of July bringing about the Fourteenth Commission of the European Union. Peter Montfort of Angleter was elected Premier Commissioner with Blair von Schroeder (Red Croatia), Colleen Bennet (Rhine Ruhr), Marie Rivas (Northern Caesarea), and Karolinasz Jaedala also making it onto the Commission.
- Premier Montfort, like all Premier Commissioners, has been charged with filling out the rest of the Commission Offices with those elected by the region. Blair von Schroeder of Red Croatia is the new Internal Affairs Commissioner. Colleen Bennet of Rhine Ruhr was placed in the Office of Foreign Affairs. The Office of Defense & Peacekeeping will be filled by Karolinasz Jaedala of Os Corelia. The Commission is rounded out by Marie Rivas in the Economics Commission Office.
- These elections have been celebrated as a major victory for the still young Union of European Conservatives (UEC) which won two of the Commission spots which include Premier Commissioner Montfort and Commissioner von Schroeder. The UEC managed to get two-thirds of their candidates onto the Commission boasting by far the largest voting base. The European Classic Liberals (ECL) relied on bipartisan support to get its one candidate, Colleen Bennet, elected to the Commission. Both Jaedala and Rivas relied on the left to see to it that they were elected to the Commission. Rivas has long been the leader of the Party of European Socialists and Democrats (S&D) and Jaedala was a solid candidate from the Alliance of Liberals and Democrats for a Green Europe (ALDGE).
- Foreign Affairs Commissioner Bennet has already begun working in her new office. Bennet is currently overhauling the region’s recruiting system while trying to rally interest in recruiting. The region’s population has increased by 25 since the revamping began to take place.
- Defense Commissioner Jaedala and Internal Affairs Commissioner von Schroeder have teamed up to begin discussion on possibly improving the security of the region’s Capital in Europolis. They have created and distributed a survey titled Europolis Security Review to the Council’s delegates. Pending the responses to the survey, the Commissioners plan to renovate the security measures at the region’s institutional buildings.
Court News- The European Union’s elections came to a conclusion seeing Joe Beaver of Gun-toting Animals ascending to the position of Chief Justice. Justices Idla Bcassj (Kryuland), Concordia Ferro (Pax Aurea), Lars Josef Knudson (North Europa), and Gergely Stjepanic (Balkan Socialist Federation) too have made it onto the bench.
Council News- This month oversaw the election for the Speaker of the European Council. The race which takes place once ever eighteen months saw only two candidates: Acwellan Devoy am Harrison of Duxburian Union and Bent Jerrik Christiansen of North Europa. The incumbent, Acwellan Devoy, received overwhelming support and shall remain the Council Speaker for another term.
- Discussion in the Council is still ongoing about deploying the European Relief Forces to the Caribbean region that was affected by Hurricane Athena earlier this month. Hundreds of millions of Euros is being requested in aid by both Pax Aurea and Sint Maarten who have been devastated by this storm.
Other News- ‘The Lacertain Summit’ between Inimicus and Red Croatia which took place in Lacerta, Inimicus saw Councilors Barrington of Inimicus and Kosor of Red Croatia meet in order to discuss trade and the creation of a cultural exchange program between there nations.
- On July 8th the Aurean Provinces of Colonial Nova and Celestica as well as the Rhinian Protectorate of Sint Maarten were struck by a Category 1 Hurricane named Athena. The storm caused billions of Euros in damage and has been blamed for the death of nearly a hundred people. An outpouring of humanitarian aid came from many nations throughout European Union. As the rebuilding process begins, many still find themselves displaced by the storm and are reliant on continuous aid while they recover. Rhine Ruhr and Pax Aurea have appealed to the European Council to deploy the European Relief Forces to provide a more steady and permanent aid to the region until they are able function normally again.
- A meeting between Queen Aleksandra Aries III of Red Coratia and Viscount Miltok Hargadoon of Os Corelia is still ongoing in the Rechcroatian capital of Zadar. So far the pair has discussed jointly pursuing sources of alternative energies in their nations, tourism, the free movement of people’s, shared academic recognition, increased trade in the fishing industry, and a healthy debate about same-sex marriage. The Summit of Zadar looks to carry over into the next month and will likely lead to a very close relationship between the nations of Red Croatia and Os Corelia in the coming future.
- On the two year anniversary of the London Transit Terrorist attack, The United Kingdom managed to track down and detain the attack’s orchestrator Owain Davies of the Crusaders Against Corrupt Britain terror cell.
- After a three month layoff Eurovoice, the region’s leading music competition, has returned for its eighteenth incarnation. The contest is taking place on the DNS Illian Evander, an aircraft carrier off the coast of the Duxburian Union. The winner of Eurovoice XVIII will be reveled in next month’s update.
- Marrakechia has announced plans to vastly increase its investment in tourism. ‘The Luxury Kingdom’ aims to attract up to thirty million European travelers in the coming year.
- On July 12th a car bomb exploded in Roma, the capital of Nazione Italiana. Twenty are dead including two infants and a Senator. Authorities are not sure who is behind the attacks, but they believe that the attack was not of domestic origin.
- In Balkan Socialist Federation, The Federation Council has selected a new Prime Minister. The Council unanimously confirmed the appointment of Matej Pasternak by President Nikolai Yanev. The freshly elected Federation Council has wasted no time and has already legislated an experimental program involving tidal power. The Council has also authorized the creation of the nation’s Navy and created a national space agency.
- On July 24th Kryuland legalized same sex marriage in a likely historical vote in the nation’s legislative bodies. Kryuland follows Davishire who too joined the growing club of nations legalizing homosexual marriage in recent years.
- The European Nuclear Application Authority (ENAA) once again has chosen to deny the Imperial Commonwealth of Davishire of a nuclear weapons program. Widely supported by Parliament and the Public, Prime Minister David Cameron criticized the body for their decision as well as the extra measures taken by the ENAA to prevent Davishire from applying again for the next two months. Prime Minister Cameron has agreed to meet with Defense Commissioner Jaedala in order to discuss The Imperial Commonwealth’s nuclear ambitions.
- A Cholera outbreak has plagued the Aurean Isle of Achaia in the aftermath of Hurricane Athena. Nearly two hundred and fifty people were infected before the source of the contamination was discovered. A public bath house was found to be the source of the bacteria. Luckily no one has died since the outbreak started and patients are beginning to recover in area hospitals.
- King Stenbren I of Davishire has decided to abdicate the throne in a move to “modernize Davishire”. Despite a recent referendum that showed public support for King Stenbren I, his majesty has decided to allow his brother, Prince Hubert, to ascend to the throne starting on the 16th of August. Prince Hubert is the younger brother to the current King who said that “Prince Hubert . . . is much younger and more capable”. We will keep you posted on the events of the Davishire Royal Family in our August update.
Special Remarks- European Union completed its first game of Mafia at the start of this month. The game resulted in a Mafia victory and the winners are Red Croatia and North Europa.

Commission News- The new Commission will be elected soon: the nomination period is over and several parties had primary elections. The UEC has selected Peter Montfort, incumbent Commissioner for Internal Affairs, and Blair von Schroeder from Red Croatia. Inimican Councillor Augustus Barrington was not selected, but will run anyway. Colleen Bennet from Rhine Ruhr will be the ECL candidate, the S&D will be represented by Marie Rivas from Northern Caesarea and the ALDGE has selected Corelian LGBT Rights activits Karolinasz Jaedala as their candidate. - Former Premier and Internal Commissioner Dominik Frank (Rhine Ruhr/Independent) stated in an interview with The Inquista Lounge that he was disappointed in the current Commission: "What was once thought to be a promising Commission comprised of talented individuals turned out to be hollow and lifeless.”
- According to a poll by the Inquistan Broadcasting Corporation, the current Commission XIII was ranked the second lowest ever.
- Commissioner for Defence and Peace-keeping Callaghan has opened a discussion concerning cluster munitions. Although most participants agreed that cluster munitions were very dangerous for civilians, a complete ban was not received well. Councillor Orcello (Pax Aurea/ALDGE) proposed that the next Commissioner holding the Defence and Peace-keeping position would continue the discussion.
Court News- Also a new European Court of Justice is to be elected: incumbent justices Berdimuhamedov from Bakrova and Bcassj from Kryuland already announced their candidature for re-election and both are also running for the position of Chief Justice. Also Knudsen from North Europa and Stjepanic from the Balkan Socialist Federation announced their candidature.
Council News- As the Audit of the Committees by Internal Affairs Commissioner Peter Montfort continues, the membership of the Committees for reviewing the European Constitution and the Universal Declaration on Human Rights are being discussed. Also the membership of several other committees, dealing with chemical, biological and nuclear weapons, are being discussed, as well as the merger of several committees. The purpose is to reduce the numbers of committees and to decrease bureaucracy.
- The European Arts Collaboration Fund has started a public tendering for building a new International Archive of European Culture. “A cultural archive of materials that every EU nation donates to be housed within the halls of Europolis and then to go on tour around Europe to promote cultural tolerance and curiosity of differing cultures. The archive will be housed in a building which is the main cost of the project. It would contain books, statues, sculptures, manuscripts on a permanent or loaned basis. The exhibitions will be free for all EU citizens to attend in their national museums. “
Other News- Kryuland has a new government, led by Prime Minister Prodaj. The government coalition has the support of Left, Ecology and Freedom (ALDGE) , Centru Demokratika (ECL), Partit Demokratiku Socjali (S&D) and New Partit Komunista (SWP), although the latter two have no seats in the national parliament.
- A political scandal in Pax Aurea has caused four ministers to step down from their office: Minister of Homeland Security Falco and Minister of Foreign Affairs Fulvius had to resign after Yusif Guillaumus, Director of the Cyber Defence Division of the Aurean Secret Service, leaked to the press that several Catholic prayer groups and seminars but also telephone conversations and email correspondence had been illegally monitored by the Ministry of Homeland Security. Fulvius was former Vice-President and became acting President when former President Glorius was assassinated by fundamentalists, until her successor Proctus was elected. It was under her time in office that the illegal surveillance took place. Immediately after taking office, Proctus ordered Minister of Homeland Security to stop the illegal investigations, but she did not follow that order. The negotiations about the successor of the two resigned ministers caused the Federalist Party to leave the government and their two ministers stepped down: Minister of Citizenship Affairs Sulpicio and Minister for Welfare and Healthcare Marie-Celesté Cavain. The government of Prime Minister Laetenius still has a majority of 126 seats of the 200 seats in the Aurean Senate, also without the 21 seats of the Federalists. The opposition has called for a vote of no confidence though, which is currently underway. In the meantime, four new ministers were appointed to fill the gaps in the government.
- The Reform Party (ALDGE) has won the elections in the Balkan Socialist Federation, defeating the incumbent Socialists. Independent Matej Pasternak has been appointed as Prime Minister after being nominated by the President, since the two largest parties disagreed on the office.
- The Occoronian ELDR (ALDGE), currently delivering the President and Vice-President, has lost the parliamentary and presidential elections after failing to cope with a serious fraud scandal. ELDR Presidential candidate and incumbent Vice-President de los Santos only convinced 5,47% of the electorate, while incumbent socialdemocrat Prime Minister Barria (S&D) got 43,94% of the votes. Victoria Vigo, the leader of a list of the joint opposition (ECL-UEC) has won the first round of the elections with 50,07%, making a second round unnecessary. She will be sworn in as the new Occoronian President very soon. With 257 out of 500 seats, the conservative list also has a parliamentary majority. Immediately after her inauguration, she ordered the preparations of Occoron's departure from the European Union.
- Davishire is holding a referendum regarding its membership of the European Union, a possible membership of the European Economic Community and a possible transformation from a monarchy to a republic. The first question was not legally binding for the government, the latter two were. A majority of 60% agreed with the first question, a plurality of 48% agreed with the second while a majority was needed. The counting regarding the third question is still underway, although opinion polls show that 85% of the voters disagree with a possible transformation to a republic.

Commission News- Former Commissioner Kligenberg (Inquista/Independent) will be succeeded by Peter Montfort (Angleter/UEC). With 52.9%, he received most support of the three candidates. Marie Rivas (Northern Caesarea/S&D) received 41.2% of the votes, while David Cameron only convinced his own nation and got 5.9%.
- The newly elected Commissioner immediately started an 'Audit of the Committees'. The Committees include the Committees on the Constitution and the Universal Declaration of Human Rights, established to revise the European Constitution respectively Declaration of Human Rights, the European Arts Collaboration Board that deals with subsidizing collaboration projects between artists of several nations and the European Biological and Chemical Weapons Authority, that deals with violations of the homonymous act. Also the Heritage Site Program will be reviewed. The investigation is still underway.
- After criticism by the Rhinian newspaper Düsseldorf Times and the Angleteric news show One Last Thing regarding the Commission's visit to Dromund Kaas, Prime Commissioner Liszckoszi asked the leaders of the Coalition of the Willing to meet in Europolis to discuss the ending of the Dromund Kaas War. So far, there has been no response though.
- Premier Liszckoszi also started the 'Faith Conference', "to talk about how we can progress society for peace and how we can face off extremism". Several European nations have faced terrorist acts, killing hundreds of people, as a result of religious extremism.
Council News- The amendment of the European Court of Justice Procedure Act, proposed by Speaker Devoy (Duxburian Union/ECL), was unanimously approved by the Council. The Rights of the Accused Act was integrated into the new act, while also the appealing procedure was abolished. "Why would the highest Court in the region reconsider its own verdict? The whole point of taking a case to the ECoJ is for an authoritative outcome that provides closure for a case." was the argument of the Speaker.
- The Council was less enthusiastic about the Marriage Recognition Act, proposed by Councillor Orcello (Pax Aurea). Although the act only "ensure[d] the recognition of marriages and civil unions formed in one European Union member state in all member states " and explicitly stated that it did not "force member states otherwise alter their laws related to marriage and/or civil unions" and thus not required European nations to recognize same-sex marriage, several Councillors felt that the act went too far. Councillor Walters (Halsberg) worded his concern as follows: "This proposal is clearly an underhanded attempt to pressure governments to legalise same-sex marriages, and that is utterly unacceptable. If the government of Halsberg wants to introduce same-sex marriage, they will. But we will not be bullied into making such a sweeping change by a bill that would, as many have noted, give thousands of Halsbergian couples cause to take up a human rights legal case." He also applauded the ingenuity and cunning of the ALDGE, as "the bill would inevitably lead to nearly every European country being forced into legalising gay marriage". He ended his remark by saying that "If they [the ALDGE] believe in their cause so much, why can't they come out, no pun intended, and propose something a tad more explicit?" Also Councillors Benfield (Inimicus/UEC), Hague (Davishire/UEC), Kosor (Red Croatia/UEC) argued against same-sex marriage, while Councillors Marshall (Rhine Ruhr/ECL) and Roebuck (Gun-Toting Animals/ECL) had several remarks too, although they stated their countries support same-sex marriage. Councillor Elena Dammo (Occoron/ALDGE) responded to Walters' remarks by saying that "I truly believe that making a difference between marriages between a man and a woman and same-sex marriages, is stupid, silly, wrong, narrow-minded, egocentric and unacceptable. I really do. But forcing every European to think like me, is not my intention nor the intention of the bill" while she also explained the aim of the bill, stating that "This bill will make sure that an Occoronian gay-marriage couple is not arrested and sentenced to death during their vacation in Halsberg, because marrying someone of the same sex there is not allowed and you get the death penalty for it". Also Councillors Jesniak (Os Corelia/ALDGE) and Faras (Kryuland/Independent) defended the bill, although they ended up abstaining. Councillors Marshall (Rhine Ruhr/ECL) and Roebuck (Gun-Toting Animals/ECL) voted against. The latter worded the reason for his no-vote as follows: "Our nation will not be involved in this farce which is a complete betrayal of those who pursue equality and dream of the day it will finally be realized. [...] I call for new legislation to be brought forth that would end marriage discrimination on the basis of sexual orientation in Europe. It is time for everyone to stop beating around the bush and to throw their cards on the table. [...] As long as couples of a certain sexual orientation are afforded rights that other couples are not, discrimination is taking place and we cannot stand for it." An amendment by Speaker Devoy was approved but the final form of the bill was defeated.
Other News- Pax Aurea and Gun-Toting Animals will serve, together with permanent nations Duxburian Union, Angleter and GroBdeutsches Reich, in the European Nuclear Applications Authority. They got more support than Davishire, Inimicus and Os Corelia. It is the second term of Pax Aurea, Gun-Toting Animals will replace Rhine Ruhr. That nation did not wish to seek re-election, as it wanted to set a precedent: "there are three permanent, non-changing members already".
- The meeting between the Occoronian President Fernando Mahanga and his Aurean counterpart Gaius Proctus is said to be a fruitful one. Both nations agreed on expanding diplomatic relations, allowing other nations to become part of the Aurean-Occoronian Research Institute for Science and Technology and they also agreed on establishing Europol via a treaty instead of European legislation, as the Europol Act was defeated before. Both leaders also discussed a treaty against the "nuclearization of Europe". The Aurean President Proctus is now on his way to Inimicus.
- Hugh I, former Inimican Minister of Treasury, will become the next Emperor of Inimicus, after his predecessor, William I, was killed in a terrorist attack. Several European leaders attended the coronation. Inimicus also elected a new European Councillor. Incumbent and favorite Benfield hold his position, receiving 57% of the votes, while the second candidate got 12%. On his way home from his victory party, Benfield was involved in a car accident and transferred to hospital. It is still unclear whether or not he will be able to assume his office and if not, who will replace him.
- Occoronian Foreign Affairs Minister Jorge Carranza met in Europolis with the Prime and Foreign Commissioners of Davishire. The aim of the meeting was to learn more about Davishire, a rather new nation, and to discuss its nuclear ambition.
- The governing Conservative Party of Davishire has won the elections. The victory is rather unexpected, as the Liberals were leading in the polls in the weeks before the elections. Incumbent Davishire Prime Commissioner Cameron, who also ran for European Commissioner of Internal Affairs, will hold his seat. Although he stated earlier he was resigning, his Conservative successor lost the election in his constituency and Cameron is thus required to remain the leader of Davishire.
- The elections for a new European Councillor in Kryuland knew a surprising result. Two candidates, Faras (ECL) and Kyenge (ALDGE), received the same amount of votes. In compliance with the constitution of Kryuland, they will share the term of European Councillor and they will remain independent. Faras becomes Councillor for the next 3.5 years, after which Kyenge will succeed him.
- Os Corelia is having Council elections. The Os Corelius party (ALDGE), now dominating the councils, is expected to lose massively. Their popularity has decreased due to national events, such as the potential nuclear stand off with Davishire. Polls suggest other left-wing parties will fill the gap.
- Occoron is heading for presidential and parliamentary elections. Incumbent and very popular President Fernando Mahanga (ALDGE) will surprisingly not seek re-election, due to a disagreement with his party about dealing with fraud of several MPs. Vice-President de los Santos (ALDGE) will run for his party, while Prime Minister Barria (S&D) will represent the social-democrats. The two candidates of the governing party compete with the candidate of the joint opposition, MP Victoria Vigo (ECL-UEC), who is currently polling high.
- The Dusseldorf Conference between Rhine Ruhr and new European member states Iyori, United Planet and New Union is still underway. Commission News- Newly elected Commissioner for Internal Affairs Mikaela Kligenberg (Inquista/Independent) resigns due to personal reasons. She stressed her resignation had nothing to do with any political matter. A by-elections will be held to elect her successor, who will complete Kligenberg’s term. Both the S&D and the UEC are having primaries now. Nicholas Benfield (Inimicus) and Peter Montfort (Angleter) are currently the candidates for the UEC candidacy, while Marie Rivas (Northern Caesarea) is running unopposed for the S&D Commission candidacy. All three were also candidate in the last Commission elections.
- The resignation of Kligenberg caused Premier Commissioner Maleeka Liszckoszi (Os Corelia/ALDGE) and Commissioner Susan Callaghan (Halsberg/UEC) to end the controversial (Read more in Other News) visit to Dromund Kaas sooner than expected. According to Liszckoszi, the Commissioners had to leave "to leave for the stability of the Commission".
- Increased efforts by the Office of Foreign Affairs resulted in an all time high number of 172 European member states.
- The female Commissioners, Liszckoszi (Os Corelia/ALDGE) Kligenberg, (Inquista/independent) and Callaghan (Halsberg/UEC) were heavily critisized by the Rhinian newspaper Dusseldorf Times. Read more in Other News
Council News- The budget proposal by Commissioner Bass (Gun-Toting Animals/ECL) was unanimously approved by the European Council. This is the first time in European history that a budget proposal was approved by the Council. Bass will now create a full report, including projections about future programs and an overview of the contribution of each individual member state.
- The Ocean Protection Act by the Aurean Councillor Nadia Orcello (ALDGE) was narrowly defeated in the Council. The discussion about the act - partially amended after some concerns of Council Speaker Devoy (Duxburian Union/ECL) - caused a debate about the human responsibility regarding climate change, after remarks by Councillor Benfield (Inimicus/UEC). He positioned himself as a strong opponent of the act, stated that mankind was unable to change anything about the environment and thus argued that an act protecting the ocean from pollution was unnecessary. Fellow UEC Councillor John Walters from Halsberg disagreed with Benfield, saying the act was "a very good piece of legislation" and only included "common-sense precautions". Councillor Elena Dammo (Occoron/ALDGE) joined Walters and mentioned she was eager to debate the human involvement in climate change. The Act was ultimately defeated with 3 in favor and 4 against, with Rhine Ruhr, a landlocked country, abstaining. Reasons for the defeat were the fact that ECL-members Gun-Toting Animals and Duxburian Union ended up voting against, after much debate within their respective nations. The latter referred to the short implementing period of 6 months. Another reason was that several nations in favor of the act surprisingly failed to vote.
- After the defeat of the Ocean Protection Act, rumors suggested Councillor Nadia Orcello (Pax Aurea/ALDGE) would be replaced by the Aurean government. Prime Minister Laetenius later re-affirmed confidence in the Aurean Councillor, stating there were no "ongoing plans to replace her."
Other News- The Federal Commonwealth of Pax Aurea was listed 7th of most developed nations in the world!
- In an article titled "Get to Work, Ladies", the Rhinian newspaper Dusseldorf Times was very critical of the female Commissioners: Premier Maleeka Liszckoszi (Os Corelia, ALDGE), Susan Callaghan (Halsberg, UEC) and Mikaela Kligenberg (Inquista/Independent). The woman of Commission XIII, the first ever with a female majority (3/5), are not doing much. According to the article, "Since the election, we have not seen much from these women of "action". Internal Affairs Commissioner Mikaela Kligenberg has managed to make a few passing comments on the now late Jeff Speller, while the Premier and Defense Commissioners have yet to officially do anything while in office." The newspaper is further very critical of the Commissioners' visit to Dromund Kaas, implying they are wasting their time, "without the presence of Coalition members or anyone remotely relevant to the eventual future of the nation for that matter". Although now former Commissioner Kligenberg was included in the newspaper's remarks, she stressed her resignation had nothing to do with the critical Dusseldorf Times.
- Also former Angleteric Commission candidate Peter Montfort, now running for the UEC candidacy for the Internal Affairs Office, criticized the visit of the three Commissioner to Dromund Kaas in his show One Last Thing. He argued that "it was a mistake. Why did the Commissioners, and not anybody else, have to go, why did three have to go, why did it go on for so long, and how much did it cost? I think the main thing now is that we can be thankful it's over and that the Commission can kick into action."
- The Aurean President has arrived in Occoron, for a meeting with President Mahanga. After his first stop in Os Corelia, the new Aurean President want to discuss further economic and scientific cooperation, as well as European security. Both nations have no military while more European nations are building nuclear weapons.
- The increase of nuclear powers has caused some concern in the European Union. The European Nuclear Application Authority has recently granted a license to Gun-Toting Animals and also the United Kingdom, Halsberg and Rhine Ruhr were given permission to build a nuclear arsenal. ALDGE Party President and former Defense and Peacekeeping Commissioner Livia Arcturus (Pax Aurea) said "that the increased nuclear capabilities may lead to international tensions, and help establish [cold war] divisions. This would be extremely detrimental to the overall stability and development of our continent".
- Also the application of Davishire for an unconditional ENAA license was headline news in the EU. A European Union Region Act, adopted by the national parliament, did not recognize any European institution as legitimate. Decisions of European institution were only considered as advice. After the application was denied by the ENAA, the government of Davishire stated it would continue to posses nuclear weapons, resulting in criticism by the Corelian government. Consequently, Davishire promised to repeal the European Union Region Act and re-applied for an ENAA license. The Liberals in Davishire are opposed to those actions and are ahead in the polls, with eye to the upcoming national elections.
- Over 1000 people died in Inimicus after several military facilities exploded. The Inimican Emperor described the events as "acts of terrorism". Five culprits were arrested, the motive would be opposition to the government's environmental policy. According to Nuntius Inimici, the motive shall lead to further concern regarding Green organizations in Inimicus. The leader of the Green opposition Party Jeff Speller was executed last month, as he had planned an assassination attempt against the Inimican Emperor. Several European nations disagreed with the course of events, arguing a regional investigation should be started in order to make sure Speller was given a fair trial. Despite international pressure, Speller was ultimately executed, causing further concern. It is unclear how the European member states will respond to the recent events.
- EuroVoice XVII in Os Corelia was won by the Duxburian Brandon Devoy, with Too Damn Late!
- The first Euro (football) Cup was won by Newfoundland in the final against Rhine Ruhr with 1-2. Occoron became third after winning the 'match for bronze' against Os Corelia. That means we have a European Dream Team ready, that will represent the European Union in a competition against the representative of the British Isles. As agreed on between the EU Foreign Affairs Commissioner and the Executive Director of the British Isles Football Association (BIFA), the inter-regional competition will be organized by the Union of European Football Associations (UEFA), responsible for the European leg, and the BIFA for the leg in the British Isles. The exact details of the competition will be announced later.

Commission News- A new Commission has been elected. With a very high turnout of 24, Maleeka Liszckoszi (ALDGE) was elected as Premier Commissioner for the second, although not consecutive, time. She has also served as Commissioner for Internal Affairs for two terms, making her the longest serving Commissioner in European history. She defeated incumbent Premier Bass with a higher amount of second preferences (the EU uses the Single Transferable Vote/Alternative Vote System). Other Commissioners include Felipe Gomez (Occoron/ALDGE), Susan Callaghan (Halsberg/UEC), Alexander Bass (Gun-Toting Animals/ECL) and Mikaela Kligenberg (Inquista/non-inscrit). Incumbent Premier Bass becomes Commissioner for Economics, while incumbent Economics Commissioner Callaghan moves to the Defence and Peacekeeping office. Commission candidates Benfield (Inimicus/UEC), Christiansen (North Europa/UEC), Kaazidi (Marrakechia/non-inscrit), Montfort (Angleter/UEC), and Tong (United Planet/S&D) did not get enough support.
- The debate, held in Rhine Ruhr and moderated by Romulus Calloway, saw a particularly heated moment where Benfield slammed his fellow UEC candidate, Susan Callaghan, over her controversial budget proposals. However, Benfield's claim that Callaghan was "the worst Economics Commisioner ever," and that Livia Arcturus was the only capable member of Commission XII, draw opprobrium from other candidates, as did his pledge to cut apparently non-existent funding for alternative energy. Both Liszckoszi and Christiansen bemoaned a lack of innovation in Commission XII, while Bass and Callaghan defended their records. Mikaela Kligenberg vowed to energise the Internal Affairs Commission, while Peter Montfort stressed more organisation and clarity in the Commission, although his plan to consolidate committees came under close scrutiny, with Premier Bass suggesting it could "lead to the stifling of innovation and start the path towards elitism". Phil Tong called the promotion of peace and democracy the EU's number one priority, while Felipe Gomez launched a strong defence of greater European co-operation. - Premier Commissioner Liszckoszi and Commissioners Callaghan and Kligenberg are currently visiting Dromund Kaas to get an overview of the situation there. The Dromund Kaas war is not entirely over, and most of the territory is occupied by the Duxburian Union. In her past term as Premier, Liszckoszi also visited Dromund Kaas but was kidnapped by Kaasian officials.

Court News- Also a new European Court of Justice has been elected. Antony Scalin became Chief Justice, unopposed. He is joined in the Court by Justices Concordia Ferro (Pax Aurea), Gurbanguly Berdimuhamedov (Bakrova), Idla Bcassj (Kryuland) and Gerhardt Garber (Rhine Ruhr). Candidates Lars Josef Knudse (North Europa) and Judith Conde (Northern Caesarea) did not get enough support.
- The former Court has cleared the Kaasian Colonel Kras Soren from all charges in the Pax Aurea vs Kras Soren case. Pax Aurea accused the Kaasian of having ordered an attack against unarmed Aurean humanitarian workers and for being responsible for the death of 59 Aurean relief workers as well as at least 116 Kaasian refugees, all killed in the attack. The so-called Four Camps Massacre shocked everyone in Europe. Now former Chief Justice Sandu argued that there was insufficient evidence that the Soren ordered the attack, a verdict supported unanimously by the Court. According to the Court, Soren can not be sentenced for the death of the Aurean workers and the Kaasian refugees, since he can not be found guilty of ordering the attack. That verdict was approved by all justices but Conde, who dissented because she found him as commanding officer responsible for the outcome of the attack, also without evidence he ordered it. Pax Aurea said to respect the verdict and will not lodge an appeal.
Council News- The budget proposal by Commissioner Bass (ECL) has been received positively by the Council. The proposal of former Economics Commissioner Callaghan (UEC) was criticized as some of the funding was considered too low. The new proposal by Bass includes more money for every Commissioner's office, except the Premier's. The Council is now voting on the budget. It is the first time in European history that a Commissioner proposes a budget at the beginning of his term. If the budget is approved, it will also be the first approved budget in EU history.
- The Aurean Councillor Nadia Orcello has proposed the Ocean Protection Act to the Council. The discussion has just started, we will keep you up to date.
Other News- The Inimican opposition leader of the Green Party, Jeff Speller has been sentenced with the death penalty by the Inimican Imperial Court of Justice. The charges included "Placing insults aimed towards an Inimician government official", "Strongly disturbing the order of the Inimician Second Chamber", "Inciting hatred throughout the Inimician populace", "Encouraging actions of a terrorist nature" and "Attempting to assassinate His Imperial Majesty the Emperor". The Rhinian President Jeffrey was the first European leader to heavily criticize the trial, that only lasted 24 hours. He demanded Inimicus to postpone the execution and to allow a European observation team to review the trial. He was joined by the Occoronian, Aurean and Corelian governments. Especially the first three charges were the cause of some concern, and often was referred to the Telum Incident, in which hundreds of environmentalist demonstrators were killed after the Inimican police used nerve agents against them. The Inimican government received also some support, by the President of Halsberg as well as the newly elected Commissioner for Internal Affairs, Kligenberg. The latter claimed the critics had no evidence that the trial was unfair. Despite the international pressure, Speller was executed on March 27th, six days after the verdict. It is unknown whether new episodes will be added to the so-called Speller Case, but we will keep you up to date.
- The former Aurean Minister for Humanitarian Affairs Lucius Telerius has committed suicide, on March 19th. Telerius was Minister during the Four Camps Massacre, and rumors are going around that the release of Kras Soren by the European Court of Justice was the final straw. It was known that Telerius felt responsible for the death of the Aureans and he also referred to the incident in his goodbye note.
- The elections in Kryuland have resulted in a victory of the Kryuland GID Komuni, a coalition of several center-left parties and dominated by the Sinistra, Ecologia e Libertà party (ALDGE). The King will appoint a new Prime Minister after consulting the party leaders.
- Elections in Newfoundland were won by the Progressive-Conservative Party of Newfoundland & Labrador (UEC), Danny Williams remains Premier.
- The discussion about the European University Collaboration has been re-opened. We will keep you up to date.

- The first Euro (football) Cup will take place in Marrakechia. Several nations have already confirmed their participation.

I would like to thank you for the very warm welcome! I already gave you some general information about our region (see above) and what follows is a little information about some recent events in our region. That way, you have an idea what we are doing all day! European Union January - February 2013 Update!- The European Union contains 151 nations.
- Pax Aurea has elected a new President, after the former had been killed in a terrorist attack. Gaius Proctus defeated his opponent Maria Fulvius in the second round.
- The Court of Justice is deliberating on the case Pax Aurea versus Kras Soren. The Kaasian Colonel is being accused of attacking an unarmed humanitarian mission during the Dromund Kaas War. The verdict is expected to be delivered soon.
- A European Pride Conference for the LGBT community has been called in Os Corelia.
- The Councillors have been very busy lately: An immigration Bill and an Environmental Protection Act were heavily opposed, and also the Europol Act, aiming to increase intelligence sharing between member states, was defeated.
- A Civilian Acces Initiative Act, aiming to increase transparency and openness in the European Union, was unanimously approved. Also a Consumer Protection Act is expected to be approved.
- Europe’s first budget proposal has been proposed by Economics Commissioner Callaghan, and is currently being discussed in the Council.

EUROPEAN UNIONThe European Union was founded way back in May 2003, and so can claim to be one of the oldest and most established regions around today. It's usually between the 45th and 65th largest region in the world, and aims to strike a balance between common interest and respect for national sovereignty. It sponsors cultural events across the region, seeks to provide its members with a voice on the world stage, and has a democratic and constitutional political system. The executive (Commission) runs the region's affairs and proposes some legislation; while the legislature (Council) is where one representative from each nation discusses regional affairs, proposes some legislation, and votes on all bills; and the Court of Justice prosecutes region-wide offenders and interprets the Constitution to ensure it is being adhered to. National parties organise themselves into 'Europarties' to form voting blocs in the Council and for Commission elections. These are currently the far-Left SWP (Socialist Workers' Party), the social-democratic S&D (Party of European Socialists & Democrats), the social-liberal ALDGE (Alliance of Liberals and Democrats for a Green Europe), the libertarian ECL (European Classical Liberals), the conservative UEC (Union of European Conservatives), and the far-Right ENP (European National Party).
